Portland, OR – An Oregon City man accused of kidnapping a Canby girl, and brutally attacking her 12-year-old sister last month, is now facing a federal kidnapping charge.

The Oregon US Attorney’s Office announced Tuesday that 36-year-old Vince Chavez has been charged by federal criminal complaint, with Kidnapping a Minor. This is in addition to 10 state felonies, including Attempted Murder, Kidnapping, numerous sex crimes and Burglary.

The victim, 10-year-old Violet Hay, was kidnapped from her Canby apartment in the early hours of October 28th. The federal complaint alleges that Chavez transported the child by vehicle across multiple jurisdictions, using public roadways and a cellphone while committing the offense, factors that establish federal jurisdiction under the kidnapping statute.

The girl was rescued from Chavez’ Oregon City home, after a 13 hour search, and taken for medical treatment. Chavez was arrested trying to escape the home when US Marshals and police officers arrived.

Hay’s 12-year-old sister is still recovering from severe injuries, after being repeatedly hit in the head with a hammer, and knocked unconscious.

This case is being investigated by the FBI Portland Field Office, the Oregon City Police Department, the Clackamas County Sheriff’s Office, and other local law enforcement partners.

Chavez is due back in Clackamas County Circuit Court on Thursday, for arraignment on a state felony indictment.
